After you have completed Cyndassa's quest "The Beast", go speak with Mynisera.
Be forewarned, the guards will not like this and they will attack you as you leave the Queen Mother's chamber. The course of action is up to you. You may kill the guards without being penalized, or you may simply run for it and escape from the castle. The guards will not attack you on your next visit until you once again enter the "forbidden" areas outside of the main throne room. She will ask you to seek the emperor's courier by going to see someone who knows his (or her) whereabouts. When you meet the informant you will be told where the emperor's courier will be on a certain date. In my experience, the courier often shows up early and if you wait as long as you are told, you may miss him. Mynisera will give you Lysandus' ring which you are to present to the courier to prove that you are the queen's representative. If the ring disappears from your inventory, you've waited too long.
When you meet the Emperor's courier at the location you are told about, he (or she) will tell you that instructions were followed explicitly in delivering the emperor's letter to Aubk-i, as she was the queen of Daggerfall when the delivery was made. You will be given Aubk-i's ring to take back to Mynisera to prove that it was delivered. When you take the ring to Mynisera she will understand why the letter went astray. The emperor addressed the letter to the "Queen of Daggerfall" and when the letter was sent Mynisera was queen, but King Lysandus was killed while the letter was in transit and when it arrived, Aubk-i was queen.
Mynisera will ask you to retrieve the letter from Gortwog, King of the Orcs and promise him her assistance in getting the emperor to declare the Orcs a sovereign and seperate power.
Note: From my experience, this is one of the most frustrating quests to attempt. For unexplainable reasons the courier often never shows up at the designated meeting place. If anyone knows the reasons or a solution, please let me know.
